I did my bar swap (cables, grips, no wires) in about that and I had never done it before.
If I was paying a "pro" to do it, I would think that your risers/bar thing could be done in 1-2 hours.

Must agree with Turkeyrun here. I did new cables, wire extensions ect. for
16" apes internal wired in about 6 hours. So for a shop that should have done this sort of thing before to say it would take this long, hmmm sounds like something is a bit fishy here.
Have you thought about doing the work yourself and saveing alot of cash? I assume that even if you are not real experienced with mechanical work that you should know someone that could help you do this. Just a thought, it really is not too hard to do, and with all the great ladies and gents here throwing you help, you could do this.
Either way, changing your bars out and maybe even installing forward controls you may be more comfortable. Just a note, I am 6'1" and I have 16" apes with forward controls and floorboards, very comfortable.

Try just risers first, they are not expensive and you can install them in about 15 min., the only thing you might have to do is slightly bend the brake line. If you keep the stock bar 4-4.5" risers are about as high as you can go without changing the cables. If you use drags you can put on higher risers since they are flat. Good luck.
Well, with stock bars on mine, 4.5' was easy but a little tight for brake line, I had to take it off the clip and bend it slightly and reattach it differently, don't think I could have gone much higher without +2" on the brake line. The rest would probably be OK.
