I'm not sure I understand, you mean drill and tap a hole in the the screw caps, and install a new screw in the caps? So I'd have drain screws and fill screws? If that's what you mean, that is a good idea. I'm not sure I'd trust myself to tap the caps, but I know someone who probably can.

I did a search because I was confused about the 5K service check-up on the Harley web site. The way it's laid out, I initially thought they were saying to replace it every 5K miles, but the note at the bottom says "Disassemble, lubricate and inspect every 50K miles."

Actually you can purchase these fork caps thru most aftermarket vendors. I got mine thru J&P Cycles. Search their site under forks category. Just make sure you have the front end supported and all the tins covered. Also don't have you head directly over the fork caps when removing them. Do one fork tube at a time.

...and get a helper; one to hold 50-75 lbs of down-force on those caps while you unscrew 'em. Not as many threads as you'd think, also...be ready!

I unscrewed and screwed the caps in all by my lonesome today. Not that bad at all. My name is not Arnold (schwarzenegger) either.

Yeah I did mine solo too. Taking them off was no biggie with the socket, but putting them back on was definitely a real bitch.
