+1 on that! The freakin highway patrol would be gettin a bill! You can shine a flashlight down mine and see the BCTs since they're installed in the stock location. Somebody must have pissed in that dude's corn flakes to stop you for stock pipes. He'd have hauled me to jail if stock is too loud. They use that bs a lot just to have probable cause to make sure you have your endorsement, valid license, that kinda stuff. I wouldn't let it scare you out of new pipes.
If he gave you a ticket that could have easily been thrown out of court. The officer needs to prove with decibel readings that the pipes were in fact exceeding the law. They can't just write you a ticket without actual documented proof. He was just harassing you.
Here in Ohio - the state highway patrol will stick rods down your pipes to see if they've got the baffles or not. From what I understand, as long as there's some in there, you're ok. I've got pretty loud pipes & am waiting for my turn...I suppose any cop could hit you for noise ordinance or disturbing the peace if they wanted...but fortunately, unless you're really gettin' nuts or being an ***, they don't bother ya much around here for that kinda stuff.
I AM FROM GRANBY QUEBEC CANADA..thats what he did. he tryed a couple if times,with the rod...and than i ask here if he was trying to go throw the exhaust. i told him ..cant you see these are stock!!if you cant see that you shouldnt stop any bikes...he told me to watch my manners,so i told him that i dont respect people that f.... around with my bike
for nothing...after that the tone went down and i road back home...

San Francisco Police Announce Press Conference To Kick Off Crackdown On Loud Motorcycle Mufflers
In conjunction with the Board of Supervisors Noise Task Force, the San Francisco Police Department Traffic Division will conduct a press conference on Saturday, May 30, at Jefferson and Hyde streets at 2:00 P.M. to initiate a summer-long motorcycle muffler noise enforcement campaign. The enforcement operation will first focus of the Embarcadero, Fishermans Wharf, and Marina District areas.
The enforcement operation will target drivers whose motorcycle mufflers have been modified to increase noise, in violation of Vehicle Code Sections 27150 and 27151. The operation will later target other areas of the city where noise from modified motorcycle mufflers has generated complaints.
