I have the QR Touring W/S and it has a slot in the top of the bracket, and it is in as far as it will go, and the windshield seems to be to far forward. Now has anybody modified the brackets or is there a part number from H/D for a new bracket so I can bring the top of the W/S back to the rider?

Some folks here have inserted a "S" shaped bracket for the lower bolt, to tilt the windshield back.
I haven't done that, but I've done other things.... the buffet is not bad at all anymore...... (larger headlight, modified bagger fork baffle, tilted top of WS 'forward'.
I don't seem to have a problem with buffeting. I was thinking it's like having a wall in front of me while I'm riding. If I let off the gas the bike slows down like I put on the brakes. I'm just use to seeing the windshield angled back like on the ricers

The "ricers" inline 4's and most any other non air-cooled V-twin bike need their windshields slanted aft because of the huge top speeds they are capable of, which would rip a near vertical screen like an HD cruiser screen right off the bike. No such drag reduction consideration is needed on a Harley
If you have the determination I am sure your shield can be tilted back. I fitted an old batwing on my FLHS and it was too upright. So I made up new brackets which lay it back a little. Looks better and rides better too. I also cut the top of the shield to alter its shape. So anything is possible!
You may find you can drill fresh mounting holes in your current brackets, or elongate them to get the look you like. I had my new brackets painted, which you could do with yours, or if they are chrome get them re-plated. Then you can enjoy a smile whenever someone takes a second look!
I say take another longer look at it and see if you can find a way.
