Dealers have new ones. They are even assigned part numbers. Used ones are available wherever you find one. There are others like Clymer, but I've never seen one with the detail of the HD manual.
You can buy it from Zanotti for $46.20 vs $60.00 at the dealer. Sorry, no legal .pdf version is available. You can find the part number on the H-D website, based on your year and model. No VIN number required. If you're talking about the 2000 FXDX you mentioned in other posts, the part number for the service manual is 99481-00.

I got mine through Amazon used for 35.00. When you get one take it to Kinkos and have them spiral bind it. $4.95 when I had mine done. One of the best $5.00 I ever spent. When you open it it opens flat and stays open, It's great.

That is darn good advice!
I still have $125 left to spend at the stealer. I guess I could just buy it from them...nothing else in that place I want or need.
