I bought a set of hd saddle bags off of ebay for my 04 FXDL. The bags have the cut out for the shock and turn signal and are hard mounted. everything fit, but i had to modify my turn signal stems. i had to notch them to fit over the mounting point of the saddle bags. they look good from a distance, but not up close. does anyone know if i can buy a set of stems that alreay have this notch in them. the blue arrow points to the item i had to notch out for.

Those are the Rakaposhi bags. They are designed to fit with the stock turn signal location. I totally changed how they mount. I did not like the idea of having to remove the turn sugnals to remove the bags. I cut & polished a piece of 1" stainless & bilted that to the bike. The bags now bolt to that piece of stainless. I had to remove each turn signal, chuck them in a lathe & remove some of the shoulder. It took some time but the bags are much easier to remove.
Make sure you have enough clearance on the sides too. Mine was digging into the brake caliper. I had to remove them & do a bit of tweaking to the bag frames to prevent it from happening.
i don't think mine are the Rakaposhi, however the mounting looks the same. one of the part numbers from ebay ad is 90301-98A. From chicago hd, this number comes up as SADDLEBAG, LEFT, LARGE DYNA KIDNEY SHAPE. If HD sold something like this that didn't require relocating the turn signals, don't you think they might have also sold a modified turn signal stem?
