Its a connection to controll a "flapdoor" in the OEM backplate on HDI bikes (international).
The "flapdoor" opens up the intake at WOT.

When I saw the darn thing dangling I was worried that I had broken something. But I just added a little heat resistant silicon and pushed it back into the mounting hole.

Yep.. it's for the flapper on the international models. Don't worry about it. You could tape some fireworks to your swingarm and use the hot lead out of the dangling wires to set them off... wide open throttle and it kicks in! [8D][8D][8D][8D]

All HD injected models have a unique backplate on the air intake. A solenoid is initiated on throttle response to allow more air flow by means of a flap. When the new aircleaner was installed a different style backplate is used and the solenoid along with the flap arrangement is no longer required. The installer did not tie this back up out of the way very well. Just make sure it is not shorted when tied back under the tank.
