What do I have to do to turn my my rear signals into signals and running lights other than getting a two-pole socket (and bulbs)? Where and what do I splice the running light wire into?
You don't have to do any of that. Buy Harley-Davidson Part Number 69462-06A. This is the "turn signal module" that turns your rear turn signals into running and brake lights as well as turn signals. This is a 10 minute plug-n-play thing. See HarleyDavidson.com. Here's the product description:
Auxiliary Running Light / Brake Light / Turn Signal Conversion Kit - Bullet Lens Style
Turn signal module adds an auxiliary brake light and running light function to your existing turn signals for auxiliary rear lighting. Red lenses glow when the headlamp is on, and increase in intensity when brakes or turn signals are activated. Easy-to-install, the kit simply plugs into your existing wiring harness. Red turn signal lenses are included. Meets DOT requirements.
This product is available in multiple variations. Be sure to look for the one that fits the specific model and year of your motorcycle.
69462-06A
Bullet Lens Style
Fits '02-'03 XL, '02-later DynaŽ (except FXDXT and '09 FXDB), and '02-later SoftailŽ (except FXSTD/I) models with stock bullet-style turn signals. (NOTE: Not intended for use on '04-later FLHX, FLHRS, FLTR, FLHTCSE models, '05-later FLSTN models or models equipped with Bullet Turn Signal Bar Kit P/N 68615-04 or 68617-04. If installed on these models the system will function properly but will not meet the DOT minimum separation requirement for a red tail light to red turn signal.)

According to the instructions you should:
"1. Locate the rear wiring harness coming out of the rear fender in the area underneath the seat. Disconnect the rear fender wiring connector from the main harness connector.
2. Obtain the turn signal module from the kit and mate the module connectors to the male and female wiring harness connections. Snap into place."
See attachment for service parts.
