I've got the SE round backplate and filter off a NightTrain on my 08 Bob. If you check the part number in the SE catalog it lists fitment for both Softail and Dyna models. That's about as official as it gets.

The SE back plate for my '09 Street Bob and the stock filter and round cover for a Night Train...correct?.. and I won't be getting any more air passing through so I won't need fuel management...is this right?

The softail one is larger.
The bigger one..would that be the stock back plate from a Night Train or Crossbones that I can attach their stock, round filter and cover to??

The breather holes and intake from an 08 softail back plate matched my 08 Dyna. I went with a SE filter though. If you don't want higher air flow use a stock softail backplate, filter and cover.

You have to change both your air intake and your exhaust to require some sort of fuel management change. If you just change one, the other will still keep the whole flow restricted enough.
If you change to a round filter from the 'whatever shape' the new stock stuff is, you will need to change the backplate that it attaches to. Try this part number for the round A/C: 29440-99d If you keep the stock shape air filter the round X-bones cover may fit over it, I don't know.
