Bur Harley moves slow. Touring bikes are harleys biggest money maker. They are not too likeley to put out a bike that LOOKS like a touring model for thousands less than they sell the touring bikes for, just because it would be lighter, more agile and more comfortable for many riders. They don't think that way. Besides, the Sportster riders have been screaming for that by means of a full fendered, big tank bike for 30 years. Harleys all about upselling to the most expensive model, not option. Your bike ackman1968 seems to be the basic model for many on this forum on what Harley SHOULD do, and I couldn't agree more.
