Started 15,000 km ago, sounds like you've replaced or check pretty much everything ,only happens between 60-80 kph and it tracks fine when you let go of the bars.
Bar weights do reduce vibration in the bars, but they are not the answer for you as something is obviously wrong. You don't want to mask the problem - you have to fix it.
I also have an '02 WG and do not experience anything like what you are experiencing. The fact that your bike didn't always do it indicates a problem as well.
Was there something you changed 15,000 km ago?
I think you need to start from the beginning and check everything again, starting with the basics. Check that your spokes are tight, the wheel is true and balanced. We can probably rule out the tire since you recently replaced it, but definitely look it over for defects anyway. Check your fall away. From there you have to get into checking everything on the front end - maybe even something like different levels of fork oil in each fork or something.
As well as all the other suggestions I have two thoughts. One, which I suffered from with my FX1200 all those years ago, was simply holding the bars too tight. Tension in your arms and wind buffeting can cause what you describe. The other is that all Dynas will benefit from a TrueTrack stabiliser kit. They prevent sideways movement of the engine rubber mounts and tighten ride and handling a treat. I have them on both my Dyna and Glide.
