Progressive shocks

I just installed shocks on my street bob(2009), to lower it(progressive), cranked it to the highest setting and It still hits the fender and chain gaurd, is there any way I can fix this problem? I'm only 110 lbs is this normal or what?

I lowered my 09 Road King Classic using 12 inch Progressive 440's, and it did not go well either. I went from a 13 inch to a 12 inch shock, and there is no hitting the fender, but the shocks bottom out when riding two up. Even cranked all the way to the most firm setting which kills the back. Shorter shocks do not work with two riders, and not very well with one, there just isn't enough travel. I am reveting back to the stock 13 inch harley shocks with lowering blocks from Eglidegoodies which claim no change in shock angle. I plan to change the oil in the shocks to Amsoil, as I have read two articles saying this works better than the stock oul, but I am not sure how much oil, or where to fill. Researching that now. Hope this helps. Progressive will be no help if you did not install the recommended length shock.
