Default Help needed with 92 dyna

Hi, the speedo on my 92 FXRS seems to be underreading. When I'm reading anything between 50 & 80mph on my clock, all my mates on Jap & Germans bikes are reading between 8 & 10mph more.
Has anybody had that problem before? is that normal? is something wrong with my bike?
I have been pulled by the blues in the past and have managed to talk my way out of a fine but that might not always be the case.
Also, is re-locating the ignition key from under the left side of the tank to the fuel gauge housing on the tank, next to the filler, a big job?
I keep bending the key with my leg & expect it's only a matter of time before I break it for good, & it'll be at night, in the rain, miles from anywhere.
