But a point of correction to make here.. Nothing was mailed. Therefore no Mail Fraud has been commited.
First contact PayPal. They do in fact have a buyers protection plan. Call them.. Make sure you have the correspondence tween you and that Rat Bugger. And be guided by there procedures.
Secondly, contact both your local PD and file a complaint.. In most cases its a felony when a crime has been commited via the Internet.
Thirdly notify His Local PD and speak to their Larceny, Internet crimes Unit.(Asuming they have one)
They can if need be effect an arrest on your initial complaint. Assuming the dollar amount meets their criteria for a Felony.
Its a shitty deal but Posting a complaint here goes no where.. Get your Money Owed.. Complain and Post Later.
Have you considered the possibility that your package is held up in customs? You're out of the country. Customs/Border Patrol can hold packages indefinitely with NO notification to you. I'm just saying to exhaust all options before calling a man out publicly.

Well december i bought some 211 cams from Txtec here in the forums.
He got my money but ripped me off and never sent the parts.
Sad day when that has to happen to someone.
He wont even answer his phone . When i call he just hangs up.

I had just the opposite experience with txtec. I bought a set of Vance & Hines Pro Pipes off of him at about the same time as your purchase. I had picked out a set new, but couldn't spring for the cost. The price on his "used" set was too good to be true, so I took a chance. He said he wouldn't send the pipes until my check cashed (he didn't use paypal), but they arrived probably about the same time he received my check. The pipes were in excellent condition, and look even better on the bike.
The shop that did my Stage II upgrade installed the pipes at the same time (free labor offer), and still compliment me on the quality of the pipes.
I had a similar problem dealing with someone in Utah for a steel bumper for my Jeep. I tried contacting him via email and phone and sometimes got lies, other times no responses. After about a year, I contacted the Utah Consumer Protection Division. Found it online. Within a week after contacting them, I received an email from the seller, I had the bumper within a month. Worth a try.
