Best bet would be to get some bolt on bags and use Easy or Edge Brackets if they aren't HD brand or some other brand with their own mounting system.
I had some throwovers on a Dyna last year that didn't hit the fender because I had a detachable back rest on it. It kept the bags from touching the fender.
There are some fixed brackets available that are similar to the one pictured below.
Hmm...what if you got creative. cut up some plastic and make the backside of the bags rigid. You could then get one of the detachable setups mentioned previously and have cheap detachable saddlebags. You could get the plastic, maybe 1/4"-3/8" thick at Tractor Supply Store, harbor freight (I think), or maybe Lowe's/Home Depot.
Could rivet it into the bag so that there are no bolt heads sticking out, would minimize scratching potential.
SC..that's exactly my Idea. Holes big enough to mount to the Docking Rails. Eliminate the throw over concept all together. I know there was a ez bracket setup for sale somewhere.. But I can't find it anywhere..

What I did was drilled two holes in my detachable sissy bar and and drilled two matching holes in my bags then put a 1/4" flat peice of metal inside and out that gave stability to the bags then put one vertically to keep them from flapping and/or hitting the nut when I ride 2up... used a couple chrome bolts to attch and presto when I take my sissybar off the bags come with it... Works great I think it looks good as you can't see any bars just the chrome bolt heads on the inside of the sissybar hardware... doesnt touch and holds A TON of wieght...
I made my own Backplate for the saddlebags using the original bolt holes and the flasher. Got a machinist to make me a stainless steel spacer to go over the bolt. Bolted my bag with to the aluminium plate that I had made and voila, bolt on bags.
