Yeah I made some plates that were 2'' back, control hits primary so I redrilled to be 1 1/2'' back. The shift linkage is not long enough ,nedds to be 16 1/2- 17'' can't find one to buy, guess i'll have to make that too

If someone has short legs, why would they install forward controls only to have to move themselves closer to the pegs, or the pegs closer to themselves?

Valid question but for the same reason anyone else does.
Looking for the most comfortable postion for there legs. Just because you have shorter legs doesnt mean you dont want to stretch out more than what the mids give you.
I ride my highway pegs most of the time because thats were I am most comfortable, but forwards are to far out for me. If I could get forwards that were in the postion of my highway pegs I could be in the postion I am more comfortable and stop shifting and braking with my heels.

I made mine 2" and used a 15" shift rod (could've been longer yet) and still had to trim/cope the inner lever a bit but it works well. On the other side I had to shorten the brake rod on the clevis (forward) end and straighten the first bend a little to clear the pipes and front pipe mount.
Wonder why your harley dealer did not try to sell you the reduced reach forwards.That is what I have and the are perfect for me with a 29" inseam n 5' 7" tall.
