Under the lower triple tree, there is a screw that goes in and it has a wire connected to it with another screw on the end. ....I'm having a hard time finding where the other end goes...it's a smaller screw but I had the trees powdered and I think they may have covered the other hole? Can you look under your Street bob triple tree and let me know? It was a while since I took it apart and can't find it in the service manual anywhere I've looked. I've got a 2007 Street Bob.
Oh, there is a little screw hole on the top rider side of the upper tree...so the small screw goes in there, and the larger ring goes under the right riser bolt on the bottom of the upper tree?
So what goes in the bottom of the lower tree, in that protruding circle in the middle with the screw threads?
Do we have different risers? (06 vs 07)... My wire is very short, has a big loop on one end (riser bolt passes through) and small loop on other end (screws into upper triple).

I can't tell you if you need the grounding wire or not. On mine I am running solid metal bushings, so the bar and the triple and risers are all electrically connected.
