That's the whole point Dyna Rider........there are NO SET RULES. It's up to each little town to arbitrarily decide .......WHAT THEY WANT. I think New York has a law that if your bike doesn't have stock pipes on it or a stamp from the mfg as being in compliance with the EPA..... YOU'RE IN VIOLATION AUTOMATICALLY.

Again, it's these POLITICIANS PICKING on a LIMITED GROUP of INDIVIDUALS STRICTLY because they RIDE MOTORCYCLES. I would LOVE to challenge this kind of law and ask them to PROVIDE ALL CITATIONS ISSUED FOR LOUD MUSIC & AUTO TAIL PIPES.
As for the old folks in SCOTTSDALE, ARIZONA........ tell them to TURN DOWN THEIR HEARING AIDS.
I wonder if these types of laws would be similar to laws about handlebar height? Meaning if it is legal where the bike is registered and licensed it should be legal anywhere you go. How can you possibly know the laws in every location you may find yourself, and how could it be reasonable to expect you to comply with so many different rules?
Just a thought for a lawyer type to ponder.
If you knowingly put an "illegal" exhaust system on your bike, then get told by law enforcement you're breaking the law, the problem is?????
The problem is that I didn't "knowingly" put what you say is an "Illegal" exhaust on my bike. I don't hammer the throttle, or chirp it just to make a lot of noise. I'm actually very mellow with my throttle. The real problem that I have is that I am now a marked man when a cop pulls up behind me for what they thought was doing me a favor. Is what you are saying is that any exhaust other than stock considered illegal?
The reality most likely is: Some ****** "lawyer by day, city councilman by night" got a few complaints from Sandy's House of Jams and Jellies for those obnoxious motorcycles that make noise on Route 25 while Sandy is trying to sell peach and apple butter to the rest of the shriveled up old hosebags who haven't been laid in 15 years.
Meanwhile Mr. Councilman's ex-wife was last seen drunk and being thrown over the back of an old Shovelhead by some horny greybeard.
Add the two together and you have a city purchase order for a $9000 audiometer, an a mandate to the Police Chief to slap down some noisy biker azz.
I'm not a huge cop fan, but everyone knows they got better things to do than play Al Gore on the side of the road.

Maybe it's 'complimentary' because if you fail they won't ticket you such as they did the OP. They're giving you a chance to fix it before it becomes an issue.
I don't agree with the law but if m/c's are going to get "loud" tickets I certainly expect the lil rice burners with those god-awful lawn mower sounding exhausts and the chevy caprice's w/ 3000w stereo's thumpin down the road should also be subject to a similar ticket.

I'll start by saying I'm a cop.....2ndly....I hate this law. Its ok for a hot rod to put headers and glass packs on, or magnaflow exhaust or flowmasters....which sound AWESOME in my opinion, why do they do this? Performance and sound of course. But us bikers are hosed. Our state law says basically if the stock exhaust is altered, its in violation. I believe most aftermarket exhaust also has the disclaimer that they are for off road use only and not legal in all 50 states etc etc etc. So any crotch rocket with a pipe, HD or metric with other than stock, as in from the factory...is in violation. What a bunch of BS IMO.
Speaking of loud, what about those rice grinding cars with coffee cans on the back of the pipe....those aren't loud and annoying at all are they?
I don't know how many cops we got that ride but its alot, they all got aftermarket exhaust, other than 2 ***** we got on our PD, no one cares about pipes....not here anyway.
having both a mustang and now a harley this arguement is void. i used to always wonder why the cops bothered us for loud exhaust when harleys were running around with loud pipes, but i guess they DO bother harleys also haha.
Massachusetts law states that any exhaust alteration is illegal, but there is no set decibal level...so it's pretty much at the officer's discretion.
