well with 1700 miles so far im curious to see who else has this issue, if i had to i couldnt lock up the front or the back brakes, bro took my bike and couldnt believe how hard he had to stand on the rear brake!! the brakes work but others i talk to said they could lock up their harley if they had to, is their a fix to this, i talked with dealer and he said fatbob's are known for this??
My '10 has a feeble back brake too. Hardly seems to do anything even pressing real hard on the pedal. I had the mechanic check it out at the 1000 mile service and he found nothing wrong.
I've locked mine up twice now, but the rear used to be very difficult due to the pedal being rusted. I spray it with WD-40 occasionally to loosen it up.
I compared to my friend's FXDC with mid-controls and the lever action seemed a lot smoother on his.
Not that this is related to your problem but I had this problem on my FXD.
After bleeding the brakes and checking the linkage I found that the brake pedal mounting on the mid foot peg had an E-clip missing. Where it went and why I have no idea. But it was allowing the petal to move out to where it would press on the motor so that it would not fully depress. I put a new E-clip on and have had no problems since.
I hope your problem turns out to be something this simple.

I don't know what a new break line would do... if the pads aren't worn out...
...remove the pads, lay a sheet of medium grit sand paper on a flat steel plate & the rub the pads all over it. This shold be effective enough to remove any 'glaze' that may have accumulated some how, from some where.
Re-install the pads, bleed the line if... the handle/pedel feels 'spongy' and see what ya got then.
You may also want to clean the disk with emory cloth & de-greaser. Some times oily finger prints are enough to cause the brakes to 'glaze'.

Mine was like this from new - before it had time to pick up a glaze from anything. I did more or less what you suggest already; I removed the pads and gave them a good rub with fine steel wool to give them a dull look and I also gave the rotars a clean with degreaser. Made no difference.
The brake isn't spongy, it just doesn't brake a lot compared to the other Harleys I have had.
i talked with dealer and he said fatbob's are known for this??

No issues with my '09 either. I will admit the back brake takes a little more effort, but I can lock it up if I try.

Even using something like Simple Green to clean the wheels/brake rotors will cause this.
It will take a few good hard stops to wear that stuff off the pads.
If you can't lock up the brakes (even though you don't really want too), there is something wrong with your brakes. Get it figured out before the day comes you really need to panic stop, and you can't.
