Default dumb question about headlight adjustments on an 03

I pulled the cap off the visor, then I took the nut completely off the bolt. The bolt seems to be attached to the headlight bucket. I thought it would fall out and move around so I can adjust it? Any ideas? Do I need to hit it with a hammer or something or is this supposed to be this way??

According to the Service Manual loosening the (adjusting) nut on top of the headlamp (covered by the snap plug) should enable you to adjust the headlight by moving the bucket. The nut should be tightened to 120 - 180 in-lbs (=13.6 - 20.3 Nm).

I tried that, the bolt itself seems fused to the bucket, the bucket itself has limited movement once the nut is off that bolt. Should that bolt be free? Should it be attached to the bucket?

The parts catalog shows the bucket with the bolt as one p/n like it shows at this parts diagram from BikeBandit.com so IMO the bot is fixed to the bucket.

I never took of mine; perhaps another member could chime in?

Just a quick shot of WD-40 might loosen the bolt from the mount, sounds like a little corrosion has it stuck.the headlight shell will move side to side and with a good grip it will go up and down, just have to work with it.
