rear tire offset cure
I checked the alignment, mounts and everything else until I was blue in the face with no problems found. So I ended up taking the rear fender off completely, took the shocks off, the rear frame strut chrome covers, figure out what needed to be done and how much by trial and error fitting of loose fender between struts.
I removed my floor jack handle from the jack, slid it on the ends of the rear frame struts as far as it would go and simply moved (ok bent)both of them, the left side substantially left giving my fender room to be repositioned and adjusted properly. I reinstalled the fender and everything else tightened back up from front to rear paying attention and making sure the fender was perfectly centered over the tire.
It is perfectly centered now, still rides and handles great and I can stop worrying about frame and powertrain alignment issues that simply were not there. AS to why it was so far off, I have no idea as I bought the bike used but it always rode good so I didn't think there was anything major wrong with it.
