Without further detailed pics/in person inspection, it is hard to say. I know a few have bought totals and replaced a few hundred worth of parts to have a solid bike. You gotta be careful and know what your doing............
In the end, fork tubes are cheap. If you could fix the bike for $200 bucks, it wouldn't be a bad deal. But...if it needs more........well.......... Too many good deals on clean bikes to drop major coin.
that bike can be fixed up and the clean title means a lot but you can find superglides ready to go for 5-6k..it would take 2-3k to fix that up, if the frame is still strait..salvage bikes have goten out of hand latley..i saw a se ultra for 20k,looks like some one intentionaly dropped a huge girder on it because he was loosing it.wasnt a useable part on it..the seat and tank were crushed down a foot into the engine/trans,the rims flatened on the bottom, all the shocks buckled
Check out the tank and the entire rear end of the bike...the swing arm is done which means it took the frame out with it (at least cracked) then that leaves what..engine and tranny...hopefully the wheels aren't bent. That seems like a bit much for 4700. Hope the dude is alright.

my bike is a rescue.
bought it from the police auction for 5800 after someone had laid it down on the right side.
bars bent, tank dented, rear fender dented, r.side shock scratched, front fender, pipes, rear brake set up all garbage.
spent 1200 to put it back on the road
then spent another 3K or so last winter to make it look like it does now.
i'm in my bike, including purchase price, for right around 10k
