My 1989 Low Rider is missing and spitting back thru the carb at all speeds. Here is what I've done so far:
Drain and replace fuel
Clean and put kit in carb
Replace compliance fittings
Replace spark plugs and wires
Replace coil
Replace VOIS
Run compression test(165 psi on both cylindes)
Can anyone suggest what to do next? I know that if I take it to the dealer, the first thing he will do is start replacing stuff I've already done.
I have checked for vacuum leaks by spraying starting fluid in the carburator area while the engine is running. I get no increase in rpms. The problem started before the carb was ever removed, and I set it up the same as before.

Check your vent tube in the gas tank and ensure your gas cap is venting properly. I had a similar thing with an 86 Sporty once and the gas tank was vapor locking due to no venting.
You might also concentrate your investigation around the manifold instead of just the carb. A leak at the manifold to head interface can cause this as well. You mentioned the carb but said nothing of the manifold.
My 91 did that and it had jets in it for a lower elevation it went from sea level to 3500 feet and was doing what yours is doing so I did a stage one kit on it and jets and it ran great
