Default Pulley installation

I'm installing a billet pulley on the rear wheel using the HD chrome sprocket hardware kit and am finding the instructions in the hardware kit different to the service manual.

Hardware kit says:
- Tighten bolts to 23ft/lbs and an additional 60 degrees rotation.

Service manual says:
- tighten bolts to 60ft/lbs,
- back off 180 degrees
- final tighten to 77-83ft/lbs

So which is correct? The first doesnt seem like much - even with red loctite.

First off, how long are the bolts? Cast wheels or spokers?
I always use the torque settings in the manual on this one, usually 80 ft/lbs

They are about 4" long

Meant to post this in the general forum - could mod delete this one?

Yep that's a classic difference between HDs manual and part installation kits.
I'll bet they both come out pretty much the same. Once something reaches torque it doesn't take much more turning to get higher quick.
You could take both sets of intructions to the dealer and ask them to give you a decision.
