From my understanding you can have red or blue. You can not combine the two. For the looking like a cop, Atleast in my neck of the woods thats how it works.

if you put them under the front fender, where do you run the wiring to hide it the best?

I have a Boogie Lights ultimate engine kit in ultraviolet purple to complement the Black Ice Pearl on my 2010 FXDC. Looks and works great..
