Default ? about brackets

Hi guys and gals. newbee here with a question. I just recently purchased a 2003 anniversary low rider. The previous owner took the saddlebags and left the brackets. I am unable to loosen the bolts to remove them. Any suggestions?

Maybe the nut on the back side of the fender needs to have a wrench on it

what do you mean unable to loosen them ,are they not tbreaking loose, are they spinning in the holes, heads rounded off and the bit or wrench not grabbing? they may have locktite on them if they just wont break loose

Im thinking they have lock tight on them. How can I break them loose without stripping the head?

depends how the aqre located on the bike , usually some heat applie ti the bolts will loosen the loctite , but if it is neaqr paint that can be a problem, the heat can camage the surrounding paint. are the bolts that go through a whole into a seperate nut or into a threaded strut or plate, what kind of bolt heads are the hex torx phillips?
