Only thing that prevents a direct and easy swap is consoles, if they are the same, go for it, all dyna tanks will bolt on any dyna frame.

The 09 FXDB primed tank part # is 61593-04A, the 04 means it has been the same tank since 2004, so if it is an FXDB tank it will bolt right on yours.

Not quite - the A means there was some change after 04. Most of the changes indicated by a trailing A are minor, however.

Not an issue with 07/08s but the other thing to bear in mind is that earlier years had both carb and FI tanks and they won't interchange without more work than is needed. They'll fit the frame, but not the fuel system.

Yes quite, the letter means a very minor change that does not affect fitment, could be a simple cosmetic change. If the change is enough to affect fitment they give it a new part number.
As far as carb vs EFI there is zero difference in the tanks, the only difference is the guts and petcock, you can easily verify this by part number.

Did he explain how the dash is different? I do not see any difference between an 07 and an 09 dash, first pic is 09, second is 07.

Console assembly is part # 61705-06 for both 07 and 09, so no difference, not sure who you are talking to, but they are giving you bad info.

If it is an FXDB tank it will work with no problem the parts guy is wrong based on everything you have said.
