As far asI understand it, the bottom and top belt guards have different purposes.
The bottom one, known as the debris deflector, is there to prevent debris from getting caught between the belt and pulley, damaging both.
The top one will not protect the belt (I don't see how debris can go downwards) but the rider/passenger.
A passenger can unnoticeably rub their shoes (and being a female passenger, you bet those shoes will be expensive) against it.
Personally, since I run solo, I removed the top one but retainedthe bottom one.
