I recently inherited a 1990 fxrs conv from my grandpa. apperantly it needs a tune up which i dont think ill have a problem with. but i noticed that when i pull back on the handlebars and push them foward they move a decent amount and when i let go they return to the middle position. due to me having little to none motorcycle knowledge can anyone help me out? is this normal? fixable? all help is appreciated.

 

Rubber mounted bars/risers. The rubbers may be shot or the bolts may be a bit loose. You can get firmer rubbers polyurethane (I think).

 

Replace the urethane bushes at the bottom of the risers. They are bound to be shot.
