I did change that particular inner primary seal to my fxdc 08 this summer. First I was sure that the oil came from the derby gasket or the drain plug, but that wasnt the case just like superfastglide says. To change it you have to drain oil from primary, take of the outer primary case, take the clutch apart and take out the "clutchwheel" same goes for flywheel which sits on the crank. One of these has lefthanded threads so be carefull that you dont force anything broken!!!! After the "wheels" and chain + tensioner is taken out you gotta remove the inner primary case in order to get the seal out and replace it. You need also new primary gasket and crankcase gasket. Hope this helps!!

Pardon my english it aint perfect

Cant tell from your pic but it looks like you may have forward controls. If you do your leak is from the hole where the mid control shifter was. The gasket slides down over time and you get a leak. I was givin a rubber cap from a local dealer to push in but that distorts over time too. Sounds shade tree but find a bolt or shaft of slightly smaller diameter and silicon, yes, silicon it in there to keep it from rattling. That will keep the gasket in the proper position. Speed safely!!

I do have forward controls and when I got the bike 6 months ago the hole you mentioned was open.
Went to the dealer and he sold me a little black button looking cover that snaps in. No gasket though.

I drained the fluid and put a new o-ring on the plug and rode it about 10 miles. Next morning there was a small drop of oil under the primary again.
I felt around the back side of the primary and can't really feel any oil back there.
I'm thinking now it may be the outer primary gasket or is it just my wishful thinking?

i had this very same problem last summer. You ride it park it next day theres oil clean it up leave the bike there for a couple days and nothin, take it for a ride next morning oil again. thought it was the drain then the primary seal finally took it all apart to find that the inner primary seal had a rip in it. Changed it out a no problems sence.

Yup this is a known condition, as I had this happen to my 07 Street Bob... lucky for me I had over 22,000 miles on it at the time and it was still under warranty! If you don't wrench your own bike it's gonna cost you about 7 bills... sorry man.

I've done a lot of wrenching in my day but as I've gotten older I'm not much into it, but if it's 7 bills to fix it I guess I'll get a manual and do it myself.
What special tools do I need?

Damn! I am having occasional drips too, but I never thought it was any big deal. I replaced the Derby gasket after a clutch adjustment and it was still there. I was going to try the drain plug gasket, but now I'm afraid it is the inner seal. I've done all my own work on it so far, so I guess I'll be getting into this next (after riding season).
I love my bike, but they have some SERIOUS design flaws!!!
