Low speed surging is common with the factory tune & AFR. My Sporty did the same thing, added XiEDs and ran much smoother...problem solved. If that's what your issue is, the XiEDs will eliminate it.
My new FXDC was dyno tuned with SEPST @ 1,000 miles...that took care of the surging as well.
It's likely a lean condition causing the surging.
