Lugging the engine is using too low of rpm vs speed.
If the engine is below 2,300 rpm you are lugging, period.
60 mph in 6th gear is lugging. This is a single pin crank v-twin engine, not a flat 6 or inline 4 cylinder.
Yes HD has done a good job make these bikes smooth and masking the lugging feel.
With the new specs on the crankshaft as far as run out by lugging you are taking a risk of starting a problem.

It is better to be at 2,800 rpms in 5th than it is running 2,000 rpm's in 6th.

i rarely use 6th unless on on the flat freeway at at least 80 mph. i agree 60 in 6th is definitely lugging it. i just took a 3 hour ride mostly freeway at about 75mph and never touched 6th gear
