There are raked cups, raked trees, and actually raking the frame. Raked cups and trees are the quick & dirty way of doing it. Raked trees can also be the way to intro yourself to high speed wobbles, while raked cups are generally safe if installed properly, and with a way to stake them in the neck so they can't shift.
I don't know about a 2 degree increase, but I've seen plenty of 3 degree raked cups. The cups are considered a part of the frame, so adding 3 degrees with cups, is equivalent to physically raking the frame neck. Do not let anyone convince you to use raked trees to do what you want. You'll likely end up in or close to a negative trail situation, and that is unstable, especially at higher speeds. Raked trees should only be used on a raked frame to bring the trail back down to a reasonable figure.
You might end up having to add about 2 inch over tubes to keep the bike level, unless you lower the rear also.
Handling? Theoretically, it should be more stable on the straight, and a little less nimble in the curves. Probably won't make a great difference because of the small amount.
