These shocks basically feel like a hard tail.. Trying to adjust them out.

Is there a special tool?

Those are the Progressive 440 shocks. The preload for them are adjusted by hand with the top collar, no special tools are required.

I had them on my bike and found that if they had not been adjusted for quite some time they were very difficult to get the collars to start to moving. From the picture it looks as if you have the preload almost maxed out. Their are 4 reference lines on the body of the shock to determine the amount of preload and yours appear to be at slightly above the 4th line. This may be why it feels like a hard tail. I would suggest reducing the preload to the top reference line and see how that works for you.

You can try jacking the rear end to take some weight off, should make it easier to turn.

Right. Those are Progressive 440's. Grab the top collar firmly with your hand or a strap wrench. Twist counter clockwise when looking down from the top.

Strap wrench is your best bet. One with a rubber belt would be best, will not scratch them.

I got it to twist but it isn't doing much. Strap wrench tomorrow and hopefully I get this going. Thanks guys!!
