What is the name of the part in the red circle?

My enegine doesn't start and when I push the engine start button, I can hear a strange sound like "tick tick tick tick tick" from there. It is like spark sounds

That's the derby cover in the red circle. It's also the location where the starter jack shaft engages the ring gear. You might have a problem with the gear or it might just be a bad selonoid. Is your batteryfully charged?

Most people call it a Derby cover, I think the manuals refer to it as the clutch inspection cover, same thing. Put the bike in neutral, turn the ignition on and work the starter button with your right hand and get on the right side of the bike and put your ear near the starter. The clicking you hear is likely the starter solenoid gone bad. If the starter is heard spinning it's magic but the bike still won't start, it is probably the jackshaft failing to engage like 99superglide indicated. Or it could be a simple as a failing battery that doesn't have enough guts to turn much of anything.

How old is your bike?

Is the starter turning over? If you remover the cover you will be able to see the starter jackshaft on the top right at the rear of the basket, take a look to see if the gear is split, but IMO, by your question, I would call a shop. If you have broken a tooth on your clutch basket, and the crap is in your inner primary you can do serious damage.

It could also be a loose battery cable connection causing the battery to not charge.

Keep it simple...check for loose / corroded connections at the battery, frame ground, and starter...check & charge the battery......see if she starts. If she starts, look for a charging problem...if not, then look towards the starter.
