Replace tappet covers

I want to replace the tappet covers on my '04 FXD with chrome covers. Do I have to remove the rocker covers to raise the pushrods?

Upper or lower? If lower then rockers have to be removed.

remove rocker covers and rocker arm assys snap clips off push rod tubes. slide tubes down, than you can angle the pushrods enough to slide off push rod tubes and than get the push rods out of the engine. remove four bolts on both tappet covers and they are off. put new tappet covers on with new gaskets and reassemble.
