There's no speed limit there, and very few traffic laws. There's also very few traffic lights. Police don't pull you over for things you're doing while driving unless they're doing a shakedown or you're part of two men on a motorcycle (outlawed due to drive-by shootings). Traffic is ridiculous there, plain and simple. Motorcycles are the most effective way to get around, and quite often that means lane splitting or passing on the shoulder, etc.
