finally come off during a ride, I bought this 2008, been taking good care of, funny thing is, many older HD fender are strong like armor,
even my friends 1994 sportster fender paint still good, what's up with the newer Harley?

The rear fender inside was crack also last year, I spray some black paint over when I changed new tire!
The handle bar was not straight...until I switch to another bar!
That sucks man, I would call HD corporate and file a complaint. I haven't seen this with many bikes though, maybe you got an unlucky batch of tins with improper prep or primer.
A little difficult to understand if bike is a 2008 model or if the bike was purchased in 2008.
Not clear if this was a new purchase or a used bike also.
Also do not know history of bike. Left buried in snow? or maybe it lives in a salty, high humidity south america location were one small crack will cause rust to grow like a cancer.
Regardless, the bike is out of warranty.
A picture and a polite communication to Harley motor company or a polite conversation with dealer might bring a discount but i doubt FREE.
Probably cheaper to purchase used pre-painted tins.
Seems more of a factory paint /primer weakness combined with exposure to a harsh invironment.
Only way I could see it getting like that is it getting started with a deep rock chip...one bad enough to go clear through the paint down to bare metal, and then salt & water intrusion getting in there and starting to work away at the metal.
I've seen a few examples like that with newer models - 2006+.
Of course, throw an British winter and road salt at it and it makes Harleys nearly useless for six months of year here, unless you are rich enough to buy another every couple of years or so.
I have seen a nearly new Fat Bob that had one winter of usage that had rust all over it, lumps of paint peeled off to the metal, corroded engine cases, nasty looking wheels, tank paint scratched through because its so thin, etc.
