That hole is a dry tunnel all the way thru the case. My plug came with my forwards which were chrome. Go to O'reilly's and get some wrinkle black paint. Follow directions on the can and after you paint it but before it dries put it under a heat lamp to wrinkle it. Then clip it in the hole.
Was there an option for forward controls or mid controls on your new primary cover? Get in touch with your dealership & find out. If your parts guy knew anything, he would have explained it to you. Good luck.
I don't remember exactly what the diameter of the hole plug is, but (from experience) I can tell you that you will need to seal the hole when the plug is installed. The primary belt's rotation will cause a positive pressure that will push fluid out around the plug unless it's sealed. And, replacing the primary cover is definitely a job that you can do yourself if you have the right size hex key (allen wrench) bits, and a diagram outlining the bolt tightening sequence and torque specs (which can be fudged a little on the loose side ... but over torquing in aluminum is bad news).
