I'm just the opposite. I had a tuner on my bike, and it ran terrible. Pops, backfires, spit, missed,etc. Dealer tried three different times to tune it out with different maps, dyno runs. Finally took it to an independent wrench who told me to ''get that freaking Power Commander off your bike!" Took it off , had the dealer download, and bike runs great with no backfires or decel popping. I LIKE the dealer download. The Indy mechanic said that for a simple stage one the download works great. He said he's made a fortune off guys bringing in their bikes with screwed up tuners on them, and he said NEVER install a tuner that bypasses the 02 sensors. He said Power Commanders have, on average, a 2-4 year life span before something goes bad on them. They're susceptible to water. If you plan on more upgrades, ''maybe'' you need a tuner. But for a simple exhaust/air box the download is the way to go. I have numerous friends with just the download, and they have thousands of trouble free miles on their bikes, and all run fine.

Decel popping is normal, when the fuel/air ratio is in the normal (correct) combustible range, with short low-restriction pipes. It's not an indication of a problem, or poor tuning, except that sometimes it can be an indication of an exhaust leak.
Tuning it out involves making the fuel/air mixture too rich or too lean to combust. So you push the decel mixture way outside the normal range, if the popping bothers you.

A fuel-pak will not help. It only affects open loop and decel pop occurs in closed loop.
Decel pop is not bad for your engine, nor is it an indication that there is anything wrong in your tune (it is also not an indication that the tune is good either).

The least expensive way to reduce/eliminate decel pop AND get more low and mid range power is the Thunder Torque Inserts.
The fuelpak helped my bike. I have a fuelpak and xieds. The fuelpak helps in open loop and the xieds help in closed loop. Great combination and even Vance & Hines says they work well together. I have zero decel pop as well.

You tell them your set-up as to mufflers, headers, air cleaner etc and they will pre-program PV unit with a map for your configuration. I'm using one of their pre-programmed maps on my 2012 Road King-American Custom Bombers and headers and SE A/C. Recently had the dealer do a dyno run on my bike to determine HP and torque. He was quite impressed by overall performance of bike w/ Stage 1 upgrade.
