It doesn't take a ton of money to put decent 13" shocks on your bike. Just looks for a set of used bagger shocks and add shrader valves to them. Use pipe dope (not Teflon tape when installing the valves. You will need to buy the special air shock pump too:
Everything including the pump set me back just under $100.
They may not be as nice as some of the high end after market shocks, but it's a Harley, not a Ducati.
