I let the air out of the tyre 1st, and used a tyre lever for leverage to squash the tyre down, to give me enough clearance for the bolt to come out. I had to do this to install a custom sissy bar on my 06 street bob.

If you have to tug on anything it's not right. Everything on these bikes come apart easy for the most part. When you remove the rear tail light lens you'll see where the signal wires plug in. Just take a small flat head screw driver and gently press the clip out. As others said lift the bike. No need to remove the shocks for the bolts. I'm with 128 on the Touring signal bar too.
