Load equilizers increase the resistance as the led does not draw enough and that makes the lights blink fast.
What if you added led signals along with the regular stock signals?
I'm adding a pillion rear seat and sissy bar so that I can attach weekend luggage bag with backrest and would like to add the leds on the back of the sissy bar.
Should I be able to have it work correct?

depends on how its wired.
with the stock bulb or similar wired in series there will be no need for a load equalizer. wired in parallel you might need one on the led leg. im cant remember what load is require for normal blinking in order to do the math.
personally i really like the custom dynamic drop in led's in the stock housings. so i put the load equalizer early in the circuit. they're way brighter than stock even behind the smoked lenses.

the harley led's for the back of the sissy bar are run/brake so shouldnt require anything to work properly. if your looking at a different kit that includes turns then see the above answer.
What about an 09 Lowrider? Would I need a load equalizer?
anything pre 12 will require a load equalizer to maintain the standard blink rate. the easiest way to tell is you need one or not on any harley is the diag port. if it has a 6pin plug then you dont need a load equalizer . if it has a 4pin or no diag port then you will.
