If it were me, I would loosen up the lower fork pinch bolts a few turns and then retorque them...then look at the gap on the light clamps...if you do not have any gap, it could be that you are as tight as you can get but the clamps are not clamped tight on the tubes...could be stretched.

I agree. And if the light clamps won't tighten any more, you could try shimming them with a turn or two of tape underneath.
Is the wiring for the signals binding when turning all the way to one side thereby pulling your signals out of position? Like maybe when turning the front to the left? Just throwing out ideas here.
not going to take it back to him. don't trust him now. I loosened the lower cinch bolts and gave the forks a couple whacks with a deadblow and tightened things up. will go for a ride after I get done work here in the woodshop today and see what happens. tks,
loosening the lower cinch bolts and retightening them I think did the trick. rode about 50 miles yesterday evening and things seem to be ok. now to tear the front end apart and put new springs and in!! bike is almost 15 years old and with less than 13,000 miles it's probably time to change some things. thanks to all for the advice.
Try making a witness mark on one of the tubes and the tree - pencil or dry erase marker. That'll tell you if the tube is rotating. I'm having a hard time imagining the tube being able to rotate without all sorts of other problems being apparent.
