I use Microsoft Office Picture Manager, should be preloaded on your puter. Locate the file in Windows Explorer and right click and open in Picture Manager. Go to edit pictures and on the right side select resize. That ought to do it. It has different options for resizing including preset sizes for web purposes.

on menus select "Image" then "Stretch/Skew"
Change the "Stretch Vertical and Horizontal" settings to 50% on both of them
keep changing the Vertical and horizontal settings until you get the desired size
