Ok just purchased a used 2011 flhtcu from a widow, she has no fob, no owner's manual, has no idea about the code, her deceased husband purchased the bike used. so she has no idea where the bike originally came from. The bike is legal & has a good title. The dealer is telling me I have to spend almost 1000.00 for a new tssm & ecu to get the bike running because we can't find security code. I think this is B.S. Any body have some suggestions.

i'm pretty sure i remember being told by the dealer that they can get a new fob and program it based on the VIN# of the bike. might be worth a shot
Before you do anything call the selling dealer and see if they set the pin and put it in the bikes file. Also, 22222 and 31313 are pretty common setup codes at dealers who have been to school.

Good advice, and if you don't know the original dealer call HD Tech line with the VIN and they can tell you where the bike originated: 1-800-258-2464
You can get a new TSSM and install it in the bike, there is a sharing of the passwords that takes about 2 hours to complete that will be bike on for 30 mins, off then on for another 30 mins and so on. That will marry the ECU to the TSSM, the new TSSM should come with FOBs. You can download the owners manual from the Harley website in the Owners section. They will be a series of PDF files. The service manual will give you the step by step as seen in the example from the attached page from 2005 Softail service manual.
Additionally if the security system is already disarmed you may be able to purchase just the FOBs if this is the push button FOB and follow the example in the attached file to pair the FOBs with the TSSM.
