P0562 code low voltage

P0562 code low voltage
2008 XL, engine light and batt light came on...thinking bad stator
1. No voltage output at any speed (just the static 12.5v battery voltage), charged and load tested battery, seems fine. Battery cables checked good too.
2. disconnected the stator, it has continuity across both pins (0 ohms) and also either pin to a frame ground point (a grounded stator ? )
3. while running I measure the stator output about 30VAC at idle and increases to over 50VAC with RPMs.
4. brand new regulator installed (before I found the suspected grounded stator)
how does the stator put out what seems to be correct voltage yet statically tests as though it's grounded? And why doesn't this voltage make it thru the regulator to the battery?
