I`m not buyin that idea....modulators have been around for decades, and I have never heard of anyone saying that a modulator gave someone the idea it was ok to turn in front of them.
The flash of the headlight is not an abrupt flash (like you are trying to signal someone), it is more like turning a dimmer switch up and down, it is an attention getter (this is for standard headlights, I don`t know if LED can be modulated like this, if they just go on and off it would seem to be very crazy looking for sure).
