How much current does my 2019 FLHTP actually use? It is stated "Charging System. Three-phase, 48-amp high output alternator producing 28 amps at idle, solid state regulator".
I tow trailers, and am considering running a fused wire from my battery to the trailer for that purpose. My volt meter shows above 14 VDC with trailer attached and electric vest running at 50% of less. (I rarely run my vest on high for more than 5 minutes.) My trailers all run LED lights and wiring is good (low resistance). The trailer lights are on a powered trailer converted, so not drawing from the motorcycle harness.
I was also wondering if I should just charge a second battery to handle the USB recharge duties. Do the audio guys charge their audio batteries from the motorcycle charging system?
I`m positive that if you add the draw of each bulb & the vest and the USB it will be far less than 48A

Most have a second battery ( radio) in the "trunk" and both it and the primary battery stay charged.
There`s a fleet of them where I work and they don`t go flat in service
And most are city miles operating at low speed / rpm

28 amps even is a lot. If you're worried about draw, putting an LED bulb in your headlight alone removes something like 5 amps of load, which is huge, and the new LED light is going to be brighter and pull a fraction of that.
If you never drop below 13 volts, your charging system is generating enough current to sustain the loads and keep the battery charged, so I wouldn't worry about it.
That said, my Dyna has a 20 amp hour battery and the touring bikes have a 30 amp hour, so they already have 50% more capacity. Sure, my touring bike has a radio and heated grips and such, but the engine the battery ultimately has to start is the same.
