Default Potential Ground Issue

Hello all i have a 2006 Electraglide UC
it was wrecked, PO dodge a deer and wound up in the ditch.
Left controls got destroyed fairing got banged up but overall no major damage.
Bike has roughly 60k on it ran fine for about a year after the wreck (occasionally starting it in his garage)
Now i own it have commenced repairs, but i am encountering a issue with the fuel pump relay.
I have the dash off the bike ( no gauges attached) If i bypass the fuel pump relay ie connect a jumper between pins 30 & 87 the fuel pump turns on no problems and the bike starts and runs no issues.
If i install a tested working relay i get nothing, it seems like a bad ground but i cannot seem to determine the ground on this relay
I am utilizing this wiring schematic https://serviceinfo.harley-davidson....ce7b612!!22!54
Any help would be appreciated, ive checked the post ground under the seat forward of the battery and the ground on the starter and the two up by the neck all are tight.
Does th ebike need the gauges installed to start? or am i truthfully having a ground issue?

You say it ran fine for a year after the wreck. Then, you got it and started repairs, including removing the dash/gauges. After you got it and before removing the dash/gauges, did it start?

i got it with dash gauges removed. I have got it to start without dash/ gauges installed via jumper instead of relay which led me to believe it was a bad relay. I verified that all wires are matched on handlebar controls to factory harness and match HD wiring diagrams from their website. When the relay is plugged in it has 11.99 volts to ground on both sides of the relay pins 85 and 86.even shows 12 volts at pin 87 the relay just will not switch when installed. If i remove the relay and test it t( by applying 12volts across 85 and 86) the relay clicks and operates as it should. resistance check across 85 and 86 is roughly 60 ohms.

@OtterTail05 What I was getting at is what changed from the time the PO had it when it was starting to the time you got it and it wouldn’t start? Was it after you replaced the handlebar controls?

short answer yes, it starts when i replace the relay with a jumper wire and all controls left and right operate correctly, so im failing to see how the controls could be the issue?

I can’t help you about what you see or don’t see. All I can suggest is to double-check your work because something you did is why the bike is not starting now, when it was starting before you worked on it. Good luck. I’m out.

@OtterTail05
I think you are calling the system relay the fuel pump relay. If you turn the ignition on and off/run to run the fuel pump should run for a few seconds. the system relay ground is controlled by the ECM. When you hit the starter the CKP will send a signal to the ECM indicating the engine is rotating and the ECM will ground the system relay coil and the relay will send power to the fuel pump. You dont want the fuel pump running if the engine isn't rotating
.Check the CKP

Thank you that does help sort out some of what i am struggling with and yes i agree i was calling the system relay a fuel pump relay. So what would be keeping my fuel pump form energizing that few seconds after turning the key on?
